As Senior Consultant/Project Manager, I am responsible for the day-to-day providing viable technical direction for the design, development, and systems integration from definition phase through implementation. I provide suggestions on alternate technical solutions to meet client requirements more efficiently and work with several development teams to ensure that client and project needs are being met on time and on budget.

Languages and technologies used included: AJAX, Coldfusion MX, JavaScript, DHMTL, HTML, and SQL. Methodologies used include object-oriented analysis and design, and business process reengineering.

Major Accomplishments:
  • Rhythmyx ECMS – Currently implementing Rhythmyx ECMS (Percussion Inc.) for the Department of Health and Human Services in Washington DC. Rhythmyx Development effort includes: www.hhs.gov, www.pandemicflu.gov, www.surgeongeneral.gov, www.smallpox.gov.
  • Toolkit for Managing Electronic Records – Provides summary descriptions of a collection of guidance products for managing electronic records and resources (“tools”) that have been developed by NARA (National Archives) and other organizations. The Toolkit works much like a library catalog or document index that can be searched and browsed. Developed in Oracle Application Express.

As a Developer Team Lead, I was responsible for the day-to-day activities of a team of four developers and analysts. I worked with team members to establish performance objectives, correct performance deficiencies, and enhance professional development. I also communicated to the team the assignments, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and periods for completion.

As a Senior Computer System Analyst, I applied expert systems analysis and design techniques to complex system development for the U.S. Department of Transportation. I worked with a broad range of data sources, analyzed, and identified the interactions of existing complex systems in the organization, and the capabilities and limitations of the systems software and computer equipment. I architected and developed systems for various clients within the U.S. Department of Transportation.

Languages and technologies used in these efforts included: Coldfusion MX, Visual Basic 6, COM, ASP, JavaScript, DHMTL, HTML, PDF/FDF, XML, PL/SQL, T-SQL, and SQL. Methodologies used include object-oriented analysis and design, WDDX, and SOAP/Web services.

Major Accomplishments:
  • GNS (Grants Notification Management System) – The system automates a time-consuming, staff-intensive process undertaken at major Federal agencies that award discretionary grant funds to states and localities. In advance of a grant award, the agency must ensure well-timed notice to the Congressional representative and Senators of the State/District where the grant will be expended (as mandated by statute in some cases). Notice must be made simultaneously to majority- and minority-party members. At the Department of Transportation, over 5,000 separate notices are required each year (total notices exceeding 15,000 separate actions if multiple congressional districts receive the grant).
  • CCMS (Correspondence Control Management System) – Re-architected the application from single department to enterprise-wide system. The application was originally designed to manage the correspondence only between the public and the Office of the Secretary (OST) of the Department of Transportation; the re-architecture enabled all agencies to use the system for managing their own correspondence and provided a seamless means of escalating correspondence of political implications to OST.
  • PMAT (Procurement Management Assessment Tool) – Designed and developed a dynamic survey application to assist the procurement department to assess the effectiveness of its team and report the results of the surveys via the US Department of Transportation’s Annual Performance and Results Act to congress. The application was later adopted by the Human Resource department to measure the efficiency and effectiveness of the 12 HR operations divisions throughout the Department of Transportation.
